It appears that you there is some process interrupting.
Right- click on the taskbar and select Task Manager. In the processes tab, look for unknown/unwanted processes. Terminate them and check if it still occurs.
If it does not, restart the computer and try again.
If the issue still persists, press the Windows key + R. Type in msconfig and hit enter.
Under the startup tab, disable the same process that you did earlier.
If the issue still occurs, start up your computer in safe mode and check.

In Windows 7 use Ctrl+Shift+Esc rather than Ctrl+Alt+Del. It gets you to Task Manager quicker. Select Task Manager, the Performance tab, Resource Monitor, and Memory tab. What are the figures for Hardware Reserved, In Use, Modified, Standby and Free?
Please provide a copy of your System Information file. Type System Information in the Search Box above the start Button and press the ENTER key (alternative is Select Start, All Programs, Accessories, System Tools, System Information). Select File, Export and give the file a name noting where it is located. The system creates a new System Information file each time system information is accessed. You need to allow a minute or two for the file to be fully populated before exporting a copy. Please upload to your Sky Drive, share with everyone and post a link here. Please say if the report has been obtained in safe mode. Please upload and share with everyone fresh copies of your System and Application logs from your Event Viewer to your Sky Drive and post a link here. You can remove the earlier copies of the logs from your Sky Drive. Please upload and share with everyone copies of your System and Application logs from your Event Viewer to your Sky Drive and post a link here. To access the System log select Start, Control Panel, Administrative Tools, Event Viewer, from the list in the left side of the window select Windows Logs and System. Place the cursor on System, select Action from the Menu and Save All Events as (the default evtx file type) and give the file a name. Do the same for the Applications log. Do not provide filtered files. For help with Sky Drive see paragraph 9.3:

I tried all of your solutions without a change in my problem. Thank-you for your suggegestions.
Unable to do anything. Circle remains in taskbar are but is the pointer in other areas of the desktop. A non functioning pointer, only moves around with mouse no other function.

Consider this an absolute must - manually updating your drivers.
Vista and Windows 7 love updated drivers so here is how to update the major ones.
This is my generic how to for proper driver updates :
This utility makes it easy to see which versions are loaded :
DriverView - Free - utility displays the list of all device drivers currently loaded
on your system. For each driver in the list, additional useful information is
displayed: load address of the driver, description, version, product name,
company that created the driver, and more.

For Drivers check System Maker as fallbacks and Device Maker's which are
the most current. Control Panel - Device Manager - Display Adapter - write down
the make and complete model of your video adapter - double click - Driver's tab -
write down the version info. Now click UPdate Driver (this may not do anything
as MS is far behind certifying drivers) - then Right Click - Uninstall - REBOOT
this will refresh the driver stack.
Repeat that for Network - Network Card (NIC), Wifi, Sound, Mouse and Keyboard
if 3rd party with their own software and drivers and any other major device drivers
you have.
Now go to System Maker's site (Dell, HP, Toshiba as examples) (as rollback)
and then Device Maker's site (Realtek, Intel, Nvidia, ATI as examples) and get
their latest versions. (Look for BIOS, Chipset and software updates at System
Maker's site while there.)
Download - SAVE - go to where you put them - Right Click - RUN AD ADMIN -
REBOOT after each installation.
Always check in Device Manager - Drivers tab to be sure the version you are
installing actually shows up. This is because some drivers rollback before the
latest is installed (sound drivers particularly do this) so install a driver - reboot -
check to be sure it is installed and repeat as needed.
Repeat at Device Makers - BTW at Device Makers DO NOT RUN THEIR
SCANNER - check manually by model.
Manually look at manufacturer's sites for drivers - and Device Maker's sites.

after I close a web page the Blue loading circle stays in the taskbar. if I move the mouse to desktop area the arrow appears but is unresponsive.
I have ask about this problem before and was told to go to task manager, unable to do this. Ctrl-Alt-Delete does get me to another page. Sometimes the
my page will me black except for a few items in the taskbar with the Blue circle just spinning,if I hit the ctrl-alt-delete my desktop page appears and I can work. Then I have the Blue Circle problem if I have been working for a significant time on my computer. HELP

I have tried over half of the things you have suggested and everything has comeback as "no problems found" they may not obviously been the correct verbage.
I have my five yr old grandson that does not have any problem but switching back to me I have a black screen with only by temp outside showing. if I do a restate I am fine. Oh please someone help.
